Each bid must be identified, on the outside of the envelope, with the name and address of the bidder and designated a bid for the project titled above. When a sealed bid is placed inside another delivery jacket, the bid delivery jacket must be clearly marked on the outside "BID ENCLOSED" and "ATTENTION: CONSTRUCTION CONTRACTS." DASNY will not be responsible for receipt of bids which do not comply with these instructions. The Dormitory Authority of the State of New York ("DASNY") has determined that its interest in obtaining the best work at the lowest possible price, preventing favoritism, fraud and corruption, and other considerations such as the impact of delay, the possibility of cost savings advantages and any local history of labor unrest are best met by use of a Project Labor Agreement ("PLA") on this Project. The successful low bidder, as a condition of being awarded this Contract, will be required to execute the PLA described in the Information for Bidders and included in the Contract Documents. The Press-Enterprise, CITY OF JURUPA VALLEY NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that the City Council of the City of Jurupa Valley, California, will conduct a public hearing at the City Council Chamber, 8930 Limonite Avenue in said City of Jurupa Valley on Thursday, September 15, 2016 at 7:00 p.m., or as soon thereafter as practical, to consider the following: A PROPOSED MUNICIPAL CODE AMENDMENT AMENDING CHAPTER 11.25 OF THE JURUPA VALLEY MUNICIPAL CODE AND PROPOSED ZONING CODE AMENDMENT (ZCA 1605) AMENDING ARTICLE XVIII OF THE JURUPA VALLEY ZONING ORDINANCE TO PROHIBIT ALL COMMERCIAL MARIJUANA ACTIVITY IN THE CITY, AMEND REGULATIONS REGARDING MARIJUANA CULTIVATION, AND TO PERMIT MARIJUANA DELIVERIES IN THE CITY A staff initiated application to amend Chapter 11.25 of the Municipal Code and Chapter 9.10 of the Zoning Code to prohibit all commercial marijuana activity in the City and to amend regulations pertaining to marijuana cultivation. The City Council will consider the amendment and discuss the implementation of Proposition 64 which will Regulate, Control and Tax the Adult Use of Marijuana Act ("Act") if approved by the voters on the November 2016 ballot, including: 1. MUNICIPAL CODE AMENDMENT. A proposed amendment to Chapter 11.25 of the Jurupa Valley Municipal Code to (1) prohibit commercial marijuana activity (including cultivation, possession, manufacture, distribution, processing, storing, laboratory testing, labeling, and sale of marijuana and marijuana products for commercial purposes) in the City; (2) prohibit marijuana cultivation outdoors, except as allowed for medical purposes under certain conditions, allow the cultivation of up to six marijuana plants indoors for recreational purposes consistent with the Act, and allow the cultivation of up to twelve marijuana plants indoors for medical purposes under certain conditions; and (3) allow marijuana deliveries in the City consistent with the Act. 2. ZONING CODE AMENDMENT NO. 1605. A proposed amendment to Chapter 9.10 of the Municipal Code amending Chapter 17.12 of the County's Zoning to prohibit commercial marijuana activity and marijuana cultivation in all zone classifications except for the cultivation of up to six marijuana plants indoors for recreational purposes. The amendment retains a limited exemption from enforcement to allow the cultivation of up to twelve marijuana plants indoors for medical purposes under certain conditions. 3. Recommend that the ordinance only take effect if Proposition 64, the "Regulate, Control and Tax Adult Use of Marijuana Act" is adopted by the voters in November. Planning Department Staff has determined that the proposed ordinance is exempt from the California Environmental Quality Act ("CEQA"), and the City's CEQA Guidelines pursuant to CEQA Guidelines Section 15061(b)(3) because it can be seen with certainty that there is no possibility that the adoption of this ordinance will have a significant effect on the environment. The ordinance bans commercial marijuana activity in the City and amends regulations pertaining to marijuana cultivation. Placing such a restriction on the use of property will not result in a permanent alteration of property nor the construction of any new or expanded structures. The City Council will consider the proposed ordinance at the public hearing. The Press-Enterprise, CITY OF JURUPA VALLEY NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that the City Council of the City of Jurupa Valley, California, will conduct a public hearing at the City Council Chamber, 8930 Limonite Avenue in said City of Jurupa Valley on Thursday, September 15, 2016 at 7:00 p.m., or as soon thereafter as practical, to consider the establishment of City of Jurupa Valley Community Facilities District No. 2016-001 ("Quarry") generally located between 34th Street, Armstrong Road, 29th Street and Oak Quarry Golf Club. Pursuant to Resolution No. 2016-51, (the "Resolution of Intention") of the City Council of the City of Jurupa Valley, the City Council declared its intention to establish Community Facilities District No. 2016-001 ("Quarry") and to authorize the levy of a special tax (the "Special Tax") therein to finance certain services (the "Services") pursuant to the terms and provisions of the Mello-Roos Community Facilities Act of 1982, as amended, commencing at Section 53311 of the California Government Code (the "Act"). At the Public Hearing, the testimony of all interested persons or taxpayers for or against the establishment of City of Jurupa Valley Community Facilities District No. 2016-001 ("Quarry") will be heard. If a majority protest against the establishment of the Community Facilities District is filed, as determined in accordance with Section 53324 of the Act, no further proceedings to create the Community Facilities District or to authorize the Special Tax shall be taken for a period of one year from the date of the decision of the City Council. If the City Council determines to establish Community Facilities District No. 2016-001 ("Quarry") and proposes to levy the Special Tax, the City Council will submit the levy of the Special Tax to the qualified electors of Community Facilities District No. 2016-001. The vote will be by the landowners of Community Facilities District No. 2016-001 with each landowner having one vote for each acre or portion of an acre of land owned within Community Facilities District No. 2016-001. The election will be conducted by the City Clerk in conformance with the provisions of Section 53326 of the Act and pursuant to the provisions of the California Elections Code, insofar as they may be applicable. The election will be conducted as a mail ballot election. Reference is made to the Resolution of Intention on file in the office of the City Clerk for detail about the extent of Community Facilities District No. 2016-001, the Services, the Special Tax, the protest proceeding and the proposed voting procedure. A proposed ordinance amending Article XVIII of the Riverside County Zoning Ordinance No. 348, as adopted by the City of Jurupa Valley pursuant to Chapter 1.35 of the Jurupa Valley Municipal Code as the Jurupa Valley Zoning Ordinance, to adopt regulations for the installation and erection of electric security fences in Industrial Park (I-P), Manufacturing Medium (M-M), Manufacturing Heavy (M-H), and Manufacturing-Service Commercial (M-SC) Zones. Planning Department Staff has determined that the proposed ordinance is exempt from the requirements of the California Environmental Quality Act ("CEQA") and the City's CEQA Guidelines pursuant to CEQA Guidelines Section 15061(b)(3) because it can be seen with certainty that there is no possibility that the proposed ordinance to allow electric security fences in the I-P, M-M, M-H and M-SC Zones and adopt related development standards will have a significant effect on the environment. The proposed ordinance is an administrative process of the City that will not result in direct or indirect physical changes in the environment because further environmental review, if required under CEQA, will be performed as applications electric security fences are submitted to the City.
